Under federal regulations, THCa hemp flower is considered legal. The 2018 Farm Bill declassified hemp and its derivatives from the Controlled Substances Act, provided they contain no more than 0.3% delta-9 THC by dry weight. Furthermore, THCa itself is not specifically categorized as a controlled substance under U.S. law.
